Role overview:

An opportunity has arisen for a Lead Principal Project Officer within the Active Travel Development Team (previously known as KRN and Sustainable Transport Team), within the Place Directorate of the Liverpool City Region Combined Authority.

The main purpose of the post will include, but not be restricted to:

Provision of strategic transport level advice in support of the development of the LCR Active Travel Priorities, via the early identification of potential funding opportunities, development of proposals and the subsequent development and review of Transport Business Cases and funding applications.

Development of the feasibility and economic appraisal of options to support active travel, working with colleagues and stakeholders to meet LCR CA requirements for business case development.

Provision of strategic advice and coordination of the development of projects within LCR active travel and transport programmes and subsequent programme monitoring and evaluation.

Developing and managing in-house prioritisation of schemes with key stakeholders to help secure the funding for City Region Active Travel/Transport Projects.

Provision of day to day management of the Active Travel Development Principal Project Officers and others in the Team as the need arises.

The successful post holder will have an opportunity to positively influence the development of active travel in the city region liaising closely with Active Travel England and all 6 constituent local authorities in the city region, ensuring the  integration of active travel into other areas and schemes across the city region.

 

Key role and responsibilities: 

  • Prepare tender documentation, procure and supervise external contractor and consultant commissions
  • Undertake and comment upon design checks and reviews of proposed schemes
  • Identification and mitigation of risks to enable successful delivery of schemes
  • Ensuring robust approaches to technical and economic business case development whilst managing and controlling allocated resources within agreed budgets
  • Monitoring, measuring, evaluating and reporting on initiatives or projects and their delivery within agreed formats and timescales in accordance with the PMO and Directorate teams
  • Technical liaison with Merseytravel, LCRCA teams and District representatives
  • during project / programme development and delivery.
  • Represent the LCR as appropriate, at local, regional and national committees and meetings
  • Application of corporate programme and project management methodology.
  • Promoting a culture of continuous improvement with staff and stakeholders
  • Ensuring that statutory requirements are met through understanding the current legislation affecting transport in the LCR.

 

Required skills and knowledge: 

  • Educated to Degree or HND/HNC* level in a relevant discipline e.g. Civil Engineering / Transport Planning / Project Management relevant experience. *
  • Successful project /programme planning, delivery and implementation. *
  • Membership of a professional body.
  • Preparation of reports / presentation of information to management, local politicians and stakeholders*
  • Knowledge/experience of transport related government policy and legislation both locally and nationally.
  • Knowledge and understanding of local government processes and procedures.
  • Political’ awareness and understanding of the regional and national political context and influences.
  • Relevant ICT skills with knowledge of MS software packages.*
  • A commitment to the LCR and an understanding of its stakeholders
