About the Role
We are seeking an experienced and ambitious project professional to join a dedicated team leading the development of plans for a future Mayoral Development Corporation (MDC) and the preparation of a Place-Based Business Case. This exciting secondment opportunity will contribute to a major programme of work that will shape future investment, regeneration, housing, transport and economic growth across the Liverpool City Region.
Working closely with senior leaders, local authorities, government departments and delivery partners, you will support the development of strategic business cases, investment pipelines and delivery frameworks. The role will involve assessing the viability and value for money of complex projects, providing advice to senior stakeholders, managing external consultants and supporting the development of innovative approaches to accelerate regional investment and regeneration.
About the person
We are looking for a highly motivated and collaborative professional with significant experience in the development and delivery of complex infrastructure, regeneration, transport, housing or investment projects. You will have a strong understanding of business case development, appraisal methodologies and project governance, alongside the ability to assess strategic, financial, commercial and economic impacts.
You will be an effective communicator with experience of working with senior stakeholders, building productive partnerships and translating complex information into clear recommendations. With excellent organisational skills and a proactive approach, you will be able to manage competing priorities, identify risks and support the successful delivery of high-profile programmes that will help shape the future of the Liverpool City Region.

- Significant experience in the development and delivery of complex, large infrastructure projects in a regulated industry, ideally in investment, housing and regeneration, transport or a related sector.
- Experience with business case development, Tag Guidance and viability appraisal for a fund, project, programme or similar financial experience.
- Demonstrable experience of managing complex projects with significant impact and mitigation requirements.
- Significant experience in financial management, having managed multimillion-pound budgets, putting in place effective controls and successfully prioritising resources.
